Yes, so its a personal choice of the queen (in that case the Queen of Spain) not to wear a tiara. I am very glad Queen Mathilde also chose to wear a tiara, inspight of the evening being "only" a black tie event.
Also in the state visit to Portugal Queen Letizia chose not to wear a tiara, and that was a white tie event. The Duchess of Bragança wore one (as she always does at white tie state visit dinners), so we saw the duchess of a deposed royal house looking more regal than the consort queen of a reigning monarchy...
Looking ones best when one is the guest of honour is a polite way of honouring our hosts, and I've always felt that that, in a way, made these visits (and countries) be considered of a lesser importance. And that is not very considered towards the hosts.
If you are a Queen atending a very formal event where such an acessory is of proper use, and if you have a tiara, then by all means do wear it. That is what they are made for.
Hoping for the next state visits, and hopefully to see a lot of tiaras being worn
