Sapphires are very popular. There are more than one set of sapphire earrings in the world. I myself once wore a set of sapphire jewels that looked very much like some worn by Diana, but they weren't hers.
And we also established that there's more than one emerald and diamond Prince of Wales pendants out there, too.

I agree that they look very similar, but without more information or better photos I think it is a bit premature to conclude that they are indeed the same.
The blog "The Court Jeweller" has suggested that they might in fact be another pair of Sapphire earrings gifted to the Queen:
