My guess is that "diamond tiara (I-1)" mentioned in the will is indeed the Boucheron necklace/tiara, listed as item number 1 in my translation of the estate inventory, worth 900 000 SEK. Now worn by Victoria.
I believe the numbers (I-1, I-2 etc) show how valuable the jewels are (low number, high value) - they might refer to an old inventory, from the time the will was written (2006), that is not included in the official documents from 2013.
As for the other tiara "Crown princes Margareta's diadem in steel white gold and diamonds (II-11)" - I don't know. It seems to be less valuable, if my theory about the numbers are correct. My guess is that it is the tiara that we call "the small cut steel" - there might be a few diamonds in there somewhere...
Then why isn't the other tiara in the inventory, made after princess Lilian's death? Perhaps Victoria received it as a gift in advance, while Lilian was still alive. Well well. It's a theory, at least. We'll probably never know for sure.
