We really don't know what bad things the unseen victim "Roger Phillips" had done. We only get a brief discussion about how he had done things through the years that were a dis-service to the town and its residents.
We also hear how fine of a man "Dr. Gerrow", our killer, was otherwise.
I just found that without that backstory, I found it odd that a whole town would be so quick to forgive or "cover up" murder. A little unbelievable.
How did you see that aspect of the story?
