There can be other reasons for not taking action. I read somewhere that Michael Gielen was aware that some of his early work was buried in the Scholz catalogue, but was not particularly proud of these immature efforts and preferred not to draw attention to them.
This doesn't answer your question about the Gaspar da Salò Mozart, but I think the answer is unlikely to be found by comparing timings with other CDs.
