The cut steel choker and earrings might indeed compliment the smaller tiara and haircomb more... but a match which would form a set they're not.
I'm still wondering if we look at Bernadotte mourning jewelry in the case of the 'new' tiara.
As for the dress code, Jinja - most female guests at the Luxemnbourg pre-wedding gala wore very strong colors, not 'neutral and pastel shades' at all. CP Victoria in beige was actually in the minority, color-wise.
