    Yes the ownership of the jewels is a different matter all together. No doubt a similar construction (foundation or trust) will exist in the UK, Sweden, Spain etc for such lavish gifts. I can imagine that in some cases they might even be considered state property if and when received during state visits and thus considered state gifts.
