According to protocol I believe any lady can wear a tiara if assisting a tiara event. In this case Mrs. Lebrun borrowed a tiara . It was quite common for First ladies to do so in the first half of the 20th century. In Spain Franco's wife (who adored jewels!) frequently wore tiaras on gala events with royalty. Also recently some pictures were posted here of Mrs. Rose Kennedy, at the time wife of the american embassor in London, wearing a borrowed tiara to assist a tiara event.
One unwritten rule also says only married ladies should wear tiaras, but fortunately we've seen this rule broken many times by young princeses .
