There is no any rule that forbids ladies to wear diadems. Before the industrialization in the late 19th and early 20th C, wealth was almost always connected with large estates and lands, on their turn almost always connected with nobles and patricians. So maybe there comes the idea that a diadem is something connected to nobility.
As soon as others outside nobility and patriciate started to accumulate wealth as well and got access to the beau monde and haute société, they started to wear grand jewels as well.
