The Queen Mother would have been well aware of the rules of inheritance. If she wanted the lotus tiara to stay in the monarch's collection (with no tax at her death), she would have loaned it to Margaret. If she wanted it to descend through Margaret's family (and generate inheritance tax), she would have given it to Margaret. Now that it has been worn in the Wales/Cambridge family, perhaps the Royal Collection will comment. Edit: I should have said she would have willed it to Margaret in the second instance. A gift, which apparently the turquoise set was, would be different in terms of tax. It may be that each of the Linley ladies still has a tiara, the turquoise for Serena, the Linley tiara for Sarah. Time will tell.
