i think the journalist got it wrong here. as sometimes they do... obviously 1898 should have been 1901. the article was written in 1907 so if the article was from 1899 it would have been a scoop.

Her Majesty, : whom greeted Her guests in a most affable : manner, appeared at the table dressed in a : robe princesse decolletée of sea-green : silk, with diamond applications. In the : high-coiffed hairdo Her Majesty wore the : diadem which was offered to Her as a : National Gift in 1898 . His Royal Highness : was dressed in the uniform of a general. For : the decorations the silver table set, given : by the City of Amsterdam, was used, forming : a great effect with light- and dark purple : lilacs. : : [...] : : : http://kranten.delpher.nl/nl/view/fullscreen?query=diamanten+nationaal+huldeblijk&coll=ddd&image=ddd%3A010974627%3Ampeg21%3Aa0020&page=1&maxperpage=10&facets%5Bperiode%5D=1%7C20e_eeuw%7C1900-1909%7C&facets%5Bspatial%5D=Landelijk :
