It may well all be part of artistic licence. I recollect once reading that QV said she never had a tiara like one she was depicted wearing. Unfortunately, I didn't take a note and now cannot remember the portrait mentioned. The information in the Royal Collection site says nothing about why this portrait was done. If one of the brooches does depict a harp, the question might be whether it represents an Irish harp or a Welsh one - the portrait might have "political" overtones, and it might be that HM never had such a brooch.
