I feel there was certainly a tribute to her mother in several of the brooches HM chose to wear. The Grapes on leaving for France, the Turkish fringe, the ruby spray, all having been worn by the late Q Mother.
I think the diamond necklace fitted the neckline of her evening gown very well, which might have been the reason for the choice, but you may be right Beth1.
