I would more go with the gift idea. Maybe many (all) of these items were gifts from either people/groups in Nigeria or attending the meeting. So HM honoured the donors by wearing them while in their presence/country. We have seen her do that before. For example during her trip to Baltic states in 2006 we saw her wear a couple of brooches that we have never seen before or since.
