I have also wondered if the tiara could have been a loan from the Queen-Mother to Princess Margaret. That would explain why the tiara did not appear after the Princess's death and would have reverted back to the main branch of the Royal Family. But the option of a jewel belonging in full property to Princess Margaret should not be excluded. Part of the answer is possibly in Hugh Roberts' book The Queen's Diamonds: on page 130, footnote Nr. 2, he mentions that "The Duke of York [later King George VI] also gave his bride [later Queen Elizabeth the Queen Mother] a key-pattern diamond and pearl necklace (possibly purchased from Garrard), which was dismantled six months later and reset as the 'lotus flower' bandeau (Garrard RL91, fol. 169, 15 October 1923, £175). The bandeau is recorded in QEQM 1938-53 (p. 21) as a wedding present from the Duke of York, and was given by Queen Elizabeth to Princess Margaret in 1959". As Viscount Linley and Lady Sarah Chatto do not take part to official functions where the wearing of a tiara is required, they may have felt that these tiara was useless to them, and may have decided to give/sell it to the Queen, or to the Prince of Wales, or to the Duke of Cambridge. Who knows, it could even be the Linleys/Chattos' wedding gift to the Duke and Duchess of Cambridge?
