We simply don't know, really, why Queen Beatrix does not wear the tiara with the Stuart diamond. It looks heavy indeed but HM has never spoken publicly or on record about it to my limited knowledge. We assume it might also be too ostentatious for her (taste). She is seldom dressed up like a Christmas tree: with a grand parure and all the imaginable bling. The Queen has for years favoured certain tiaras and necklaces which is only natural, and sometimes with good reason I think. However in this case I believe the tiara with the Stuart Diamond would have looked smashing on her. And to stay on topic: In my non-expert opinion CP Mary made the right decision to alter the tiara. Much more balanced it seems and now she can play with the brooches. As Bjarne pointed out this was not a historical tiara setting to begin with. That said, not all alterations or newly created tiaras, necklaces etc are necessarily an improvement and some pieces that remain unaltered begg for a make-over.
