Yes, that too is a bit strange. But Luise of Baden died in 1923, seven years before Queen Victoria died. It is not so strange that the elderly queen wasn't pictured in this tiara, as photography was mainly used for official portraits. There would have been an immense number of tiara events without photographic record. That Ingrid didn't wear is more of a puzzle to me. But I think that the pre-wedding was a good timing for leaving it to the younger generation, imo.
