She certainly didn't make the impression not to feel at ease today. And I don't think someone in her position isn't allowed to make a statement, if only not to need a tiara to be the Princess of Monaco.
I find the monegasque situation that the jewels which should be at the disposal of the reigning prince's wife actually belong to - or at least are at the disposal of - his sister somewhat unfortunate. Maybe Princess Charlene's statement is that she doesn't need substitutes - which I'd find more classy than the Van Cleef & Arpels Ocean tiara.
