Henri it's not about if any untitled woman could choose to wear a tiara, this is about the wife of a reigning European Monarch attending a foreign tiara event NOT wearing one while she has several at her disposal. Her husband gave her the diamond aigrette and the sea foam or scroll necklace/tiara for her wedding. His late mother owned a small diamond tiara that is listed as his property when it's in exhibitions. Finally there are two tiara's once owned by her husband's grandmother (the pearl and the fringe tiara's of princess Charlotte) that are still in the family though we don't know if Albert II or his sister Caroline owns them. As we know that Caroline had no trouble loaning Charlene the diamond flowers she wore for her weddingceremony we can assume that she would have loaned either of those tiara's to her sister-in-law to represent Monaco if she had been asked. Charlene chose not the wear jewels and that for a woman in her position is like showing up in a bathing suit for a funeral!
