The areas of interest are in red and green.
I also believe they are stars. The red circle on the far left resembles a star brooch, at least that's what I think. Still can't figure out what else she's wearing on her head. I believe someone suggested the base of the Antique Pearl tiara topped with the five stars that could be mounted on the Diamond Tiara made by Begeer in 1890.

: At the silver wedding aniversary of her
: daughter Wilhelmina and son-i-law Hendrik
: queen Emma wore a tiara we have so for not
: been able to pin point. She had received
: from her husband the Saphire set, the
: Mellerio ruby parure, the diamond floral
: tiara and the Mellerio prong tiara. Not one
: of these pieces fit with the bad picture
: that is known of the Queen from that event.
: She is clearly wearing her weddinggift
: diamond brooch/stomacher and something in
: diamonds on the lace cap and veil.
    :
: Could it be it was Queen Emma who converted
: her diamond rivière in the rose cut bandeau?
: The bandeau alone would be too small the
: picture does show some element sticking up.
: Im guessing they could be some of the
: smaller stars she received on her wedding as
: well (she got two sets of stars).
