I think it is very plausible that the base of the tiara consists of the necklace worn as a bandeau. The green area shows large diamonds as we know them in the bandeau. I guess at the sides they are partly covered by the veil.
Not all of the prongs seem to be stars, though. Could two of the prongs perhaps be pearl and diamond elements from the 1879 Van Kempen tiara?

: The areas of interest are in red and green.
: I also believe they are stars. The red
: circle on the far left resembles a star
: brooch, at least that's what I think. Still
: can't figure out what else she's wearing on
: her head. I believe someone suggested the
: base of the Antique Pearl tiara topped with
: the five stars that could be mounted on the
: Diamond Tiara made by Begeer in 1890.

: At the silver wedding aniversary of her
: daughter Wilhelmina and son-i-law Hendrik
: queen Emma wore a tiara we have so for not
: been able to pin point. She had received
: from her husband the Saphire set, the
: Mellerio ruby parure, the diamond floral
: tiara and the Mellerio prong tiara. Not one
: of these pieces fit with the bad picture
: that is known of the Queen from that event.
: She is clearly wearing her weddinggift
: diamond brooch/stomacher and something in
: diamonds on the lace cap and veil.
    :
: Could it be it was Queen Emma who converted
: her diamond rivière in the rose cut bandeau?
: The bandeau alone would be too small the
: picture does show some element sticking up.
: Im guessing they could be some of the
: smaller stars she received on her wedding as
: well (she got two sets of stars).
