I don't know. I am not convinced. I think what Field says is two rows is one surrounding row and the second row being the curving petals of the Tudor style rose as noted in Mauriz's pictures above.
These also have cyphers of William and Adelaide as opposed to portraits which I do not think they would be wearing (portraits that is).
Here is an enlargement of the coronation portrait of QM. The shape is decisively floral.
