These pictures tend to confirm your theory that this is Victoria's Indian pearl necklace and that the longer pearl strands are removable.
I wonder if this could be the necklace worn by the Queen-Mother on the pictures below (during a visit to the United-States in the 1950s, I think). There is a gap between the medium and the longer strands which we can also see on Queen Elizabeth II's pictures at Covent Garden in 2012. And on the second pic, we can also see a dark spot at the back of the necklace, which could be the ruby clasp. We can also notice the little pearls, interspersed between bigger pearls at the back of the second row.
