    Best I can tell, these brooches were first seen starting in June 2012 (Shamrock), July 2012 (Thistle and Rose) and May 2013 (Daffodils) which leads me to believe they were a Diamond Jubilee gift.

    I figured that perhaps HM received them at her Dia Jub Monarch Luncheon - but I do not think that there was an Omani representative present. Therefore, HM probably received them by envoy at some point in time. The dates of the visit quoted by Mark seem to far off. She no doubt received some other wonderful items at those visits!
