His brother is not dead, he is in a comative state. So there is no need for a mourning like state. This brother felt his duty to the nation and the monarchy were not important enough to pass up the woman he loved. So his constitutional death was when he became legally married without having the consent of Parliament for that marriage. I know the marriage was in Delft (the city where the family crypt is and usually only funerals are kept), but i don't think it was chosen because of this theoretical constitutional demise. None of the guests were in mourning for that event so there is no reason to go in mourning when the new monarch is inaugurated. In the Netherlands there is a clear distinction between the Royal House and the family of the monarch. So the answer is no, scaling down any type of celebrations because of Friso's accident is not right or apropriate. That would show that the new king does not know the difference between his position and the private person.
