I always thought that the Crown Jewels couldn't leave the country because when the Portuguese Crown Jewels were robbed in Netherlands many people became angry and gave the (good) example of UK. So the Jewels left to the Crown belong to the State (Crown) and are held in trust by the monarch and used by the Queen (just like any Crown Jewel). I already heard about the compensation George VI gave to Edward VIII for Balmoral and Sandringham but never thought about the jewels. Nice point of view. But well, Edward VIII took with him the Prince of Walles coronet (something illegal).
