I doubt that there are any current "stated restrictions" other than restrictions stated in any document designating any personal property as henceforth an heirloom of the crown. (I will use that term instead of crown jewel or crown property.)
However, I recall something in Roberts on the topic of alterations and will now go to see if i can find it.
By the way, I think I would like to see the Girls of Great Britain and Ireland Tiara designated an heirloom of the crown, in recognition of the current reign and the outstanding career of the Queen. But that would be up to the Queen herself, or her successor.
