Anyone who owns a tiara can wear at events where it fits in the dresscode, regardless of position or title. But the status of her husband certainly makes it more fitting. When Betty Boothroyd became Speaker of the House of Commons, the highest ranking commoner in the country, the Houses of Parliament bought her a tiara (at Wartski) as a sign of this rank. When she was succeeded by a man, the tiara was sold again.
