Yes Singa, even if you are not royalty nor nobility if you are invited to a white tie gala evening and you have a tiara or can borrow one (perhaps the case of the mayors wife), then yes, there's nothing on protocol that says you cannot wear it. Rose Kennedy borrowed one from a noble friend to attend a gala at Buckingham when her husband was embassador.
