Nellie - if my memory is correct she discussed this with Rolf Harris during a portrait setting. When Queen Mary gave her the Tiara she didn't give her the base and the base was found in a box after Queen Mary passed away. Someone did post the link - which I think was from youtube. Is supect that the Queen was slightly amused by the story! It may not have been an oversight on Queen Mary's behalf. She may have thought that the tiara without the base would look better on her grandaughter than with the base.
