According to Spare the tiaras were chosen by the Queen. My guess is the two mentioned were the Greville Emerald worn by Princess Eugenie and the Aquamarine tiara was the one worn the Duchess of Edinburgh.
It says that the offer was made quite late on after the dress had been designed to match the Spencer tiara. Which means that the offer to Princess Eugenie could also have been made late on. It doesn’t make much sense that a tiara would be offered to Meghan and then refused because they forgot it had links to Russia. The ceremony wasn’t connected to Russia. The royal family regularly wear jewellery with Russian links, except in Russia where steps are taken to be diplomatic. It makes sense to me that if Eugenie was offered five tiaras they would probably consist of the four tiaras declined by Meghan (because the Queen thought they were appropriate) plus one added, possibly the Mary Fringe, assuming that wasn’t one of the four. We don’t know if the Queen thought that the fringe was only for blood princesses. The fact it was only worn by the blood princesses doesn’t mean it had to be.
