What I actually meant above as a half-joke - nine elements instead of five - suddenly doesn't look very far-fetched in your montage and indeed provides a pretty logical explanation for putting all the existing info together.
Only two things speak against it: #1, the timeline - there are only five elements in the tiara as worn by QE II in 1970, while the motifs used for the new tiara aka 'Lilibet's folly' were supposedly first removed in 1973. (which could be explained away by speculating that QE II simply had removed, but not yet broken up, two motifs on each side before 1970...)
#2, the question if a mere Governor of São Paulo would really have gifted QE II a piece which is suddenly not 'a jewel' as in the official website's description, but rather a very substantial tiara of nine motifs altogether. (which could be explained away by speculating that in 1968, such an extravagant gift might still have been usual indeed...)
I believe both aspects would have to be settled before accepting the (very plausible...) theory as most likely true.
