From memory the fitted case was made at the time Queen Aexandra had the circlet altered. I don't recall colours.
The PoW feathers comment does seem strange.
Both Queen Alexandra and Queen Mary wore the Regal Circlet to their first State Opening of Parliament before their coronations.
