I have observed something different. Ultimately the foundation is a family foundation. The Queen has shown to care little for such 'technicalities' as who is member of the Royal House. The Bourbon de Parmes have already been borrowing more pieces than the Van Vollenhovens so a distinction is made along other lines regardless what the ranks according to (non)membership of the Royal House might be. In the Netherlands the Bourbon de Parmes may be a mere noble family (HRH if I may add), in Europe they are in the league of non-reigning royal families. They carry ancient hereditary princely, ducal and comital titles and Carlos, Annemarie, Jaime and Carolina have had to officially represent their House on several occasions. The Van Vollenhovens don't really have such responsibilities. Ok. maybe once a year....not the same. And that's what seems to matter. Not what the their place in line to the Dutch throne is/was.
