I think it is more than possible that Queen Alexandra had her own regal circlet made. The picture posted of Queen Alexandra wearing a circlet after the death of her husband, which can be seen as she is wearing George V's family order, indicates that she had her own circlet. Whether this was made during her time as Princess of Wales, Queen Consort or Queen Dowager, is unclear. But she would not have worn Queen Victoria's regal circlet post-1910 as this went to Queen Mary as the new Queen Consort. Which indicates that Queen Alexandra did indeed have her own regal circlet constructed; which being her private property, passed to Queen Maud upon her death. I have no doubt that Queen Alexandra could have had a circlet made, the logic that she wanted one to wear as Queen Dowager, or even as Princess of Wales, accounts for the fact that she commissioned one, despite there already being Queen Victoria's circlet. I believe identifying them in photographs will be next to impossible as they are so similar in design, the only notable differences between Queen Victoria's circlet and the circlet attributed to Queen Alexandra, are that the largest diamond in Victoria's is in the band, below the central cross. Whereas in Queen Alexandra's the largest diamond is actually set into the central cross. But these are difference that are inconsequential when studying grainy old photographs. The only option to further study this, would be the royal archives and an inventory of Queen Alexandra's jewels, and Queen Alexandra's Garrard Ledger, sadly both of which are not usually accessible to the public.
