I personally don't at all doubt Queen Alexandra commissioned her own Regal Circlet, which is now the one with the Norwegian Royal Family. The pictures of Queen Alexandra wearing a circlet and Queen Victoria's small crown in 1913, I believe show the circlet she commissioned and is now with the Norwegian royals. My basis for this is not only that Queen Mary had access to QV's circlet from 1910 onwards, although she chose not to wear it as she had her own circlet. But also because of the tellingly large stone that is in the front cross. As can be seen here and in other pictures from the same setting, although grainy, there is no doubt that the stone at the centre of the cross is a fairly substantial stone. Whereas the cross with the large stone in the cross is clearly the one now worn by the Norwegian Queen. I thus conclude that post 1910 Queen Alexandra wore the regal circlet she commissioned, as Queen Victoria's circlet stayed with the Queen Consort, Queen Mary, although she did not wear it once she had her own crown. As for Queen Mary's crown, my source (Anna Keay, The Crown Jewels: Official Guidebook, (London: Historic Royal Palaces, 2002), page 25) states: "The crown was specially constructed so Queen Mary could wear it as a circlet". And regardless of whether or not this was an original aspect of her crown, or a later adaptation, it is clear from pictorial evidence, that Queen Mary only wore Queen Victoria's circlet once. Post-1911, when she had her own crown, she wore her own circlet.
