Seems I had bettter spell out my thinking on this. I just hope it does not attract flack!
In my opinion, the Queen Mother held pieces which were - 1. heirlooms of the Crown which should have passed to the Queen on her accession, 2. Queen Mary personal property which should have passed to the Queen as inheritance, 3. her (the Queen Mother's) personal property, of course.
On the death of the Queen Mother these pieces did not instantly shift location - obviously - but their relocation and "distribution" extended over a period of time.
We were informed that the whole of the estate was inherited by the Queen, legally. So the Queen had the sole right to grant all entitlements to usage - or to agree to loans, if you prefer. I have always suspected that the Durbar tiara was worn before all that had been sorted out. It had been the property of Queen Mary and not of the Queen Mother. I could be completely wrong of course.
